She probably did it just for fun and to get Pein a little riled up. I don't see anything slutty about that, flirty yes, a tease yes, manipulative yes, but defiantly not slutty. If she really was, Pein would've probably dumped her on the spot when she kissed Sasuke instead of make out with her.

I am not really sure what dusk intended with that scene (and, well, it's obviously a humour doujin so I don't want to retardedly think too much into it :FFFF), but I got the impression that Pein was completely not threatened by Sasuke, which makes me think he knew Konan was just messing with Sasuke for the lulz and not because she was hot for him.

Seriously though, I wasn't intending the word literally, I actually meant "flirty".
It was just an exagerrate expression to give that naughty feeling for her behaviour, I wasn't meaning that she was whoring herself out to everyone.
