She probably did it just for fun and to get Pein a little riled up. I don't see anything slutty about that, flirty yes, a tease yes, manipulative yes, but defiantly not slutty. If she really was, Pein would've probably dumped her on the spot when she kissed Sasuke instead of make out with her.
